Ex voto was created to join the anti-war protest that Brian Haw staged for a decade in Parliament Square, London starting in 2001.

On 23 May 2006, the Parliament passed the ‘Serious Organised Crime and Police Act’, which prohibited unauthorised demonstrations within a one-kilometre radius of Parliament Square. Following this Act, the majority of Haw’s protest was removed, and Mark Wallinger recreated the protest in Tate Britain. Ex voto followed the protest into the museum.
